FAQ
Can a citizen of any EU country buy real estate in Romania?
Yes, they can, and they enjoy the same rights as Romanian citizens. The only exception is the requirement to obtain a tax identification number (NIF).
Can a citizen of a third country (a non-EU country) buy real estate in Romania?
Yes, they can. However, it should be taken into account that real estate comes with land, which foreigners cannot purchase directly. For this reason, a company is usually established and the land is registered under the company’s ownership.
How much does such a company cost?
€542 per year (if we are talking about a company established exclusively for the purpose of purchasing real estate; companies established for obtaining a residence permit have different expenses). This amount includes €400 per year for an accountant to file zero-activity reports and €142 per year for the company’s registered legal address.
Can I register the land in the name of a Romanian citizen?
Yes, but you should be aware that you are voluntarily sharing ownership rights with another person. Without their consent, you will not be able to sell, bequeath, or gift the apartment.
How can I obtain a mortgage?
For foreigners (citizens of third countries), a mortgage can generally be granted only if they have a Romanian residence permit and an official income in Romania from a Romanian source (business or employment). Seafarers who simply receive their salary into a Romanian bank account are NOT granted mortgages. In such cases, it is better to consider long-term installment plans.
How does an installment plan work?
You pay 15–50% upfront, with the remaining amount paid at the end of construction, when the building is completed and handed over.
You have an installment plan throughout the entire construction period plus an additional 3–6 months. The apartment price is fixed, so in practice, you make payments in stages: part of the amount at the preliminary sale agreement and the remainder when the building is commissioned.
